Without reading the book but viewing this short video, I have to assume that there is nothing new. Remember TQM Total Quality Management? It talked about the same matter as this "new business philosophy only that it was more widespread and succesfull than what The new how will be.

I'll agree that senior management and line staff must collaborate to become productive, but I'm not sure, without reading the book, whether you've captured the root cause of why they don't in the first place.
I've often wondered whether senior mangers and line staff exist in two different worlds. I think the case of Mark Hurd perfectly illustrates this. I bet lying on an expense voucher is grounds for dismissal for a line staff member, while Hurd is allowed to "resign" and keep his severance.
