Actually, I remember a relatively good explanation for the insanity that is the RCPD station. It used to be a museum before it was converted into the station.

That doesn't even to BEGIN to explain why the puzzles are there, but it at least explains why the place is so fancy.

Now we just need to figure out why they put the police in a museum to begin with.
