The "alien arm" is an ACTUAL thing! It's caused when the left & right sides of the brain no-longer communicate with each other, either through brain damage or neurosurgery to alleviate seizures. There have been less than 100 reported cases in medical history. Peter MAY have been using this as a subtext metaphor for the state of dis-communication as the movie's theme
In my opinion, the "alien arm" parts in Dr. Strangelove's role look a little bit overplayed today. But the main strength of the film is of course not in this arm, but rather in the overall picture.
