The picture *is* funny =)
LaGuardia was a great man of the people, dedicated to fighting horrible corruption within the City of NY ~ he battled organized crime his entire career (beginning with his work on Ellis Island in the early 1900's) and instigated many changes to keep people from literally starving and get them out of the TB ridden Tenements. He was, however...very short, pudgy, had a high-pitched voice and prone to explosive outbreaks. Nonetheless, a *great* man and a great Mayor.

The Obsession with Pinball -hatred by La Guardia was ,according to my older relatives based on fixation that pinball machines (& all coin-operated machines) were under the control of organized crime simply because the COIN-PROFIT(according to him) could be inflated & stated as profit from drugs & prostitution. So La Guardia loved to have picture taken of himself smashing pinball machines. It was his way of being "TOUGH on CRIME" & saying it lurks in seemingly innocent places,typical-politician..
