The key phrase I heard is "there are no programs for this" why does there have to be a program? Why can't people get jobs and take care of their own property? Gimme Gimme Gimme must be nice maybe everyone should have a program to do something they don't have to work for.

Most of the people Mike Rogers refers to are people who have been incarcerated and were or still are drug addicts. Its really hard to get a job, that can actually pay the bills, if no one will hire you because of your criminal record. Some people abuse the system but the majority of them can't help themselves unless someone gives them the tools to.
