@blazedjuggalo42069 Actually it was originally and always will be Irish. The Scottish, being members of the British nations, stole it from Ireland and claimed it as their own like many other things the Brits stole from Ireland.

@uvaman555 Actualy its neither irish nor scottish. Its origins are on the ships of Royal Navy. Thats why lyrics include; "he must have been an admiral a sultan or a king" and; "so comon you lucky lads its eleven o'clock".
European navies drank various low alcohol drinks like "small beer" becouse fresh water cant stay good in barrels for long.This song hails small beer's healthy role on ship's thats all. Nowdays people think it is some kind of drinking song but it is not.
