China isn't a communist country, it's just a mess. In a genuine communist country, the people have control over the means of production ( resources ) and through worker's councils ( "soviets" in Russian ) vote and elect management ( that includes gov officials , administrators..). It's direct democracy / the dictatorship of the working class.
