This is the performance of Richard Strauss' "Vienna Philharmonic Fanfare" by The Concordia College Band at Ted Mann Concert Hall at the University of Minnesota on their annual domestic tour. This performance took place on Wednesday, February 13th, 2008.
@mangobyebye I totally agree. It sounds like they are preforming this with a reduced horn section as well. You can really tell the difference when all 8 parts are being played.

When it started I thought it was a Funeral March.

Well, tempo is too slow, and dynamics are too reserved, but the tuning is fine, and the idea is there.

The Ohio State University brass section played this in 1985 on their
East Coast Tour and I recall that the tempo was quite a bit faster.

Indeed it is... I'm a horn player myself and I hate when horns try and play what they can't, and crack the notes, screwing up the sound of the whole band. It makes it sound so unprofessional.

and get it finalized
