This is a preview of the Paladin Tier 12 Armor Set. The set announced by Blizzard was the first one (Robe, Brown/Orange color) and all the other sets are potentially recolors that won't be available to players.
Also, a Pants version is definitely here but once again, nothing is sure until Blizzard previews it or we see it on live realms.

People are so ignorant about this armor it amazes me. The "Dress" as some people call it is called a Plate Regalia, and it is some of the most effective armor ever crafted in real life. The set is designed the way it is because sets are themed to the dungeon/raid they are obtained through. Next time you decide to post something make it at least semi-worth reading.
