@LJamesCII the 3rd shoot would be required for the security of knowing he's dead. What I want to know is at the beginning of this scene there was an entire tactical team on site with machineguns, body armor, and sidearms yet they all just vanished when the shooting started? Maybe they just bitched out like all the chinesse and mexican gangsters did after seeing vincent kill pretty much any and everyone that stood in his way of the target.

It should be noted that the idea of the Mozambique Drill is not entirely for speed. The pause here by Vincent before the 3rd shot is adequate.
In situation, the first two shots are to be done quickly, with a pause necessary before the 3rd shot. The 3rd shot is to be executed IF the 1st two do not incapacitate your target. 90+% of the time, the 3rd shot is not required in action.
