@EternityThought Anyone who has spent significant time around budgies knows that beak-clicking is a sign of relaxation. It's not a clear signal of affection, but the implication is pretty clear, seeing as the budgie is relaxed around its handler.

Believe me, if the budgie didn't want to be there, he'd be trying to get away, regardless of wing clipping. Wing clipping is a safety measure, and useful for birds who startle easily, or households where forgetful people may leave a window open.

the budgie IS tame
some people cut wings for safety (id rather not have my budgie killing itself flying head first into a window)
and the beak thing
its a sign of affection :)

Just feed them when they are babies and they will love you.
