It is an annual race at Carnegie Mellon University.
The driver is (in most cases) a small female student who steers the vehicle down the course. A relay team of pushers propel the vehicle uphill (no motors etc)
The major right hand turn, the "chute" turn is where most accidents happen because it is taken at the top speed (~30-35mph).
