Well , see at 20 seconds, the cop starts to park off the road. Now you see at 48 seconds the crazy guy runs from the police and begs the car to help him flee ? Well the cop had to stop him a. attacking the driver and b. the car actually driving off with him
So the cop chose to block the road and get the crazy guy hand cuffed first.
