The ice moves like that b/c of the locks.

Indirectly, because the water "pools" behind the dams, like lakes. The wind actually made the ice move.

Hi love how you can see drivers starting to turn their headlights on at dusk, 3:52 video time. And its seem as if it is already really dark when the bridge lights come on at 4:21 and when they turn off at 5:52.
