On September 9, 2008 I just picked up my car at the shop in downtown Reno, NV. As I drove west on 4th street I saw something I'd never seen on rails before, a semi-truck with a crane pulling three hopper cars. I had my camera but not my tripod, sorry for shaky video at times.
This equipment may relate to the rerouting on Sep 9 of Amtrak and UP trains from Winnemucca, Nevada to Roseville, California via the Feather River / former Western Pacific line.

That is what you call hi-rail. The trucks have railroad wheels on them. the front tires are always up and the back tires drive them.

AHA! finally after 3 plays i see the rubber tires are UP; so it's running on regular iron track wheels.........thot it looked like too smooth a ride on tires on ties!!!! LOL! Great Catch!
