Pokemon TCG- Vs. Imakuni?

Definitly the strangest thing in any Pokemon game.
Anyways, it...isn't too hard. He uses fairly weak Pokemon and confuses them with his own Trainer card.
He gives you one of each pack when you beat him, which is cool.
What I want to know is: Who came up with this...thing? And why? You'd either have to be insane, or on a lot of drugs to come up with this.

@XGamerRichyReturns They didn't create Imakuni? He is a japanese pop singer who had a lot to do with the TCG. There are cards in Japan with him on them.
