I can ask two questions?

1st - how does the effect 0:03 Until 0:08 [that sort of halo around]?

2nd - as is the effect at 1:10, that kind of zoom?

To 1. question:

I'm not really sure how tyler did this effect, but it looks to me like a simple light effect he used in his editing program (Adobe Premiere/ After Effects ?) and then added some heavy noise.

To 2. question:

I'm not familiar with your editing system (Sony Vegas?). But simply duplicate the part where you want this zoom effect, then put the copy under the original in your timeline and add some transparency and zoom to the copy.

... it's more complicated to explain then to do the effects^^
