This song is dedicated to city of Tula, wtich played major role in WW II. In 1941 despite great effort of wermacht, defenders of this city withstand offensive led by H. Guderian. Tula was center of heavy industry and was important for re-arming units by huge numbers of submachine guns, mainly famous PPSh and semi-automtic rifle SVT-40. Before war, Tula was known for its samovary. "In peace we make samovary, in war we make samopaly". The phrase "Samovary of Tula" was often used in military language to describe units equiped by submachine guns. In 1976 the city of Tula was rewarded by title City-Hero!

Samopaly (samopal - in singular) is translated to english as a submachine gun.
