Billy was used as a breeding dog in a puppy mill, tossed aside when he was past his prime and left to rot in a cage. He had been locked in that cage for so long, the bars had rusted shut—but his life changed when his rescuer, Adam, pried the bars open and gave him a second chance.

I am curious about what happens to the puppy mills that are shut down . . . Are the people running them charged with animal cruelty and sent to jail or fined or what? Do they 'get off' by relinquishing the dogs they have, and not suffer any punishment? Are they allowed to ever have animals in their life again? Thank you.

Laws and penalties for animal cruelty vary by state. When shutting down a puppy mill, our goal is to encourage prosecutors to charge the owner with multiple counts of animal cruelty and to prevent the owner, if convicted, from obtaining a breeding or kennel permit in the future. In some cases the operators are given jail time. Much of the decision-making is up to the courts.
