the guy IS using flak jacket perk.
notice extra padding on legs and riot shield helmet.

Its possible he was wearing a flak jacket. I havent played the game yet but its my understanding that you can survive pretty much any explosion with one. although an rc detonated directly underneath the guy should have done the trick, but theres also lag to consider.
