Look close at 0:14... the trucker was cut off by another car, so don't be so quick to judge.
It is common... when ever there is any kind of action on the shoulder, people driving the cars just have to look and they forget to drive.
Lets increase the cost of getting a license to ... say... $500 each, then driving will improve.
