Actually for a short time Neru existed before the Kagamine twins showed up, so she got the right to have 02 tattooed on her arm for a short time. It was only changed to DEN2 when the Kagamine twins were released onto the market.
Personally I hated Neru's high pitch Miku voice, so I guess it was a good thing Rin's voice was used instead when she showed up. That tomboyish voice that was created for her instead suits her character a lot more. :D

I like how they used Meiko's voice for Neru's. It seems to fit fairly well.
I do prefer the lowered pitch of Rin's voice overall for her though.
