The true genius of Python's humour lies in their ability to conceal the profound with the sublimely ridiculous. The apparently flippant statement "Harold's that most dangerous of creatures - a clever sheep" is a comment on how threatened our societys political and religious establishments are by those who refuse to blindly behave as sheep, and are instead free thinkers. Ever notice how the church refers to its followers as its flock? Harold is, in fact, a Charles Darwin or Galileo Galilei.
