Suigetsu is a boy. I figure since he doesn't have a chest, you must have thought if it was a girl then "she" was underdeveloped. For future reference with other characters of a questionable sex, it's usually best to refer to the arms. If you see a shape of muscle in the build of the arms, overwhelmingly more often than not, it's a boy.
