Story: Kai Eto's a rookie who just joined the Narcotics Control Division of the Tokyo Police. He looks cheerful and innocent enough, but Kai has a dark secret. His new partner Hal Kurabayashi is much more street-smart and experienced. When this mismatched duo pair up to root out drug dealers, they find that they're not just searching for criminals, they're also competing with the local police to bust the bad guys first.

the Hal dude looks just like a mix of Mello and Light from Death Note that is literally the first thing a thought when i saw him and this should have been a full on series cuz it was just that awesome

And this show is /nothing/ like death note. It's about police and drugs while deathnote is about a smart kid who finds a notebook that kills people and comes along with a shinigami. They both might be crazy, but light and kai are very different in character, too.
