Well when the people originally sing this song they have to sing it extremely slow so when they make their voices higher it won't come out fast

In the audio sense, speed is directly proportional to pitch. As you speed up an audio file, the waveform will have a higher frequency and will then, in turn, be higher in pitch. So, yes they speed it up, but its not the speed, its the pitch that makes it a chipmunk.
