@PsychoBisket in the directors cut, excerpts from the book, "philosophy of time travel" say that the living recipient has the power to conjure fire and water. i think the flood was in reference to that.

@PsychoBisket basically the eye scenes are him seeing into the future.also the flooded offices was him seeing into the future,showing he would flood the school.
but the movie is pretty much up for interpretation.
