And i don't want that anyone else release MY mod under HIS name...

And at least there aren't tools which let you edit and export character models.

If i have the right tools and enough time i might will finish this all up and all helpers are welcome of course.

However i have german subtitles in GTA IV/EFLC, there isn't german voice and that's ok. There is a SparkIV version for version GTA IV 1.0.7.0, i'd send you the link via PM. With the latest patch a new shadow system gets introduced, though you might get a few less FPS than on 1.0.4.0, but it looks overall better.
