Bill,
Parents are desperate to get their children a decent education. Look at the lotteries for charter and private schools. See the movie, "The Cartel." How dare you blame parents! It is the teacher unions. Period. Criminalize public sector unions and our children would flourish immediately like plants exposed to light.
