@deadwave97 you have to beat the game twice. Ie. after defeating Otto you choose to either warp back to before you fought him or restart at the beginning of the game. only when you restart you get to unlock (by purchasing) more upgrades for your weapons and as you go through the game again you will get the last two armor sets.
