True, it can only be used on one specific question type, but that question type is the first question for three of the four sets. This is true for most LSATs in the last 15+ years (and is true for the most recent LSAT in Sept. 2009.) There is never going to be a golden bullet technique that will always work, that is why you need to learn how to use all the techniques and tools—and when to use them.
Don't worry, speed comes naturally as you become skilled at diagramming.

The first answer is usually very easy but the ones after that are horrible especially when it says IF A comes before E then which one can be fourth. I have no idea how to draw a diagram for that.

If you need to pay an instructor to tell you how to eliminate the wrong answers, law school is probably not the best place for you anyways?

Yes, as the video mentions several times, you will use this technique to answer the first question in each set of games. By using this technique, you find the correct answer much more quickly than if you tried to diagram it.
