Biden is simply lying about the authority granted to the President. In a despicable move the Congress signed over authority to go to war at the whim of the president. Further they did so after Bush made it clear that he would not seek a diplomatic solution. (Look up the transcript of 60 Minutes II, Sept. 12, 2002.)
Further they granted blank check authority when anyone who was paying attention knew Iraq was seeking to capitulate in order to avoid invasion. Biden is a warmonger.

Joe Biden has seen enough to make a better judgment than anyone one on this post board. He has been in congress for many years. I have no clue about the knowlege this man has, but I do know its far more than most people in or out of goverment. No one is more qualified than Joe Biden to be president.

And you think Bush's plan will work? Or anyother candidates "plan"? If they even have one, or have the nerve to speak out about it. At least biden has a specific plan and speaks out about it, unlike the other candidates who are scared or to uneducated about it to get into the specifics.
