Then if I were you, I'd tell the coach you need more practice time. OR ask the principal if you can schedule like 3 times a week after school in the gym for practice without the coach, just so you can get in extra practice with just your team mates.
As for the talking, you should take the lead. Tell everybody that they need to either shut up or get out. They made the team because they were good enough, not to just socialize, right?
So I think the problem with the JV team is their timing/counting. Make sure in practice to have them say the counts out loud EVERY time. It really helped me to say it out loud and then think/know it at the actual time of preformace.

it'd be better if we actually had practice.
our JV practices were only an hour long
and we always talk.
