Scrappage prices are fixed between the Government (£1000) and the manufacturer/dealers.
The biggest problem i had was getting a car. Kia sold 4,000 Picanto 1.0 basic models in 3 weeks causing meltdown at the factory. They have had to bring forward 2010 production to cope
I just picked up my ZR - 7 Pro Ceed for £9,195 putting my old 95N Corsa in p/x and it's a looker and handles great but is under powered. Its a quality car though. If your going for the Pro Ceed go for the 1.6 diesel.

hmmmm
i think i'll be getting rid of my (old) BMW 318 iSE using the scrappage scheme here in the uk and getting a cee'd.
i've never bought a new car in 30years of motoring, will they haggle these days or are the prices rigid??
