Child Gets Tattoo At Party, Mom Upset

PHILADELPHIA - Philadelphia police are investigating how a 13-year-old boy left home and came back with a tattoo.

His mother told police the boy went to a party where a tattoo artist did work outside the normal, controlled environment of a tattoo parlor.

In Philadelphia, licensed parlors have strict sanitary conditions.

The boys each paid $20 for a tattoo at a party at a private home, the woman said.

The boy's mother and police are working together to find that private home.

The tattoo artist faces possible criminal charges
