Indeed- this program in the video is a bandaid on the wound- the ultimate cause of water waste in the desert and indeed anywhere is over development- it really doesnt do the land any good to plant drought tolerent plants if the politicians continue to allow mass quantities of subdivisions that consume millions of gallons. YOu also lose your heritage as a region when you allow sprawl.
