Actually, you can't say whatever you want. There are lots of limitations to the First Amendment that are put into place to prevent people from using their speech to harm others. For one, it doesn't protect people who use "insulting or 'fighting words,' those that by their very utterance inflict injury or tend to incite an immediate breach of the peace." This is because the First Amendment was meant to protect people with controversial ideas, not jerks who lack a brain-to-mouth filter.

you're absolutely right. i have no right to enforce a dress code. however, since i live in a free country where you can where whatever you want, i can say whatever i want. while i personally would never say anything to disparage anyone i didnt know on the streets, i wouldnt get pissed if i saw someone who did.
if you want to wear a miniskirt in a similar fashion that whores and sluts do, dont be surprised if someone calls you a whore or a slut

It's pretty frigging obvious that nobody was literally mistaking them for whores. Some assholes just think that women on public property = women as public property. Not you, nor Dave Chapelle, nor the king of the moon, have the right to force your own personal dress code on the women of the world. Somewhere, deep down inside, you must have a smidgen of self control. Use it.
