It isn't. I don't know what it is, actually, but I know that it if it were the finale of the Tchaikovsky fourth not only would it sound quite different but it would have to be in a completely different key too. And also, I don't know why thiis is marked under 'spam', as it's still a valid question.

Well, you wouldn't quite call it a symphony if it's only for one piano. And the music after Fur Elise would be "The Entertainer" by Scott Joplin. (and then its Rachmaninoff rendition shortly after the poor guy messes it up...)
