That's caused by copper corrosion. Copper doesn't rust like steel it turns a greeny blue (take a while, its a nice look and can be achieved via acids) but that's why the pools are that very vivid blue. Not really toxic but slightly harmful only if you start chugging it down I believe. Even then I think the worse a human would get is heavy metal poisoning.
This mine, owned by Mitsubishi, used hundreds of Allied POWs as slave labor during WWII. Mitsubishi employees routinely beat and abused the POWs.
