People, before ethnic tensions break out any further here: Shantel is German, and he works with loads of bands from many different countries. His real name is Stefan Hantel. Just check his wikipedia entry. And if that doesn't convince you, just listen to one of his songs where he actually sings: accents don't get any more German than that!

Just to clarify this issue: Shantel is a pure Romanian band and Bucovina is just a region in Romania.
The "Balkan Zone" covers 7 countries: Romania, Bulgary, Yugoslavia, Bosnia & Hertegovina, Croatia, Macedonia and Albany.
