I promise you, the XL pipeline to the Texas refineries is because the tarsands crude is too heavy to refine by itself. It must be mixed with light -sweet crude to be refined. So,it will use domestic easy to refine oil to produce finished products that wil be sold in the World market at the highest price. Which is currently China...
