Learning the 'frilly' Moeller technique is one of the reasons Curt can play the way he plays. Maybe not demonstrated so much in this particular piece, but believe me, he KNOWS the technique along with every rudiment in the book. It took me years to be confident with the Moeller and not just cheat on it. Don't think for one second that players with Curt's ability don't know and use it.
