Unless you listen to this song 'till the very end you're gonna miss the entire point of it. The very last lyrics as the song fades out are "They should never bash them!". I suppose it was a message to skins that did that at the time asking them why they went "paki bashing" and if there was any need for it, hence the "Why? Oh why?" in the lyrics.

skinheads were famous for paki and queer bashing in the late 60s-early 70s, it wasnt political they just hated them, blacks hated them too, it was the late 70s revival skinheads that were more into far right politics and hated blacks aswell , well most of them did, i know cos i was one , i dont know why foreign skinheads go on about this trad skin bollocks, we were just kids haveing a good time and pissing people off most of us didnt understand the politics but we knew it pissed people off
