This is a bug I observed this evening in the pre-release (aka leak) of Minecraft 1.8. The room pictured in the video is open air with a row of water source blocks (block ID 9) all the way around the upper rim of the room. The water flows out of the walls and down into a retaining "trough" and never touches the player (as evidenced by the torches on the floor. Despite not being underwater, the fog clip plane and color renders as if the player is underwater and the new small underwater bubble effects populate the actually dry room.
This isnt a bug. This is a new (crappy) dark fog feature. The deeper you go the closer this black fog gets, limiting your view. The black particles are void particles added to the void, you can see them as far up as about 3 blocks above the top of bedrock. Has nothing to do with the water.
