I strongly recommend, for anyone curious about deep hyperflexion/rollkur to search Dr.Gerd Heuschmann on google.

This horse may not be completely in Rollkur, but it is in deep hyperflexion, which though my studies (taking a degree in equine management) is bad for a horse as pulls the back muscles further forward and in turn tightening the back as well as the guteal, semitendinosus, and biceps femoris muscles in the hind end of the horse, which in turn damages the muscles. In making a horse look "pretty" by doing this, one is actually compromising their horse's physical longevity

This horse is 3 years old, he probably just started under saddle, don't be so hard on his head and neck position at this point he is still learning to accept the bit. I am betting the last few seconds of the video is after more training.
