Well, do you want to grow Dubai, or not? If you want to grow Dubai, can you afford to fund the development from your own national treasury, or from your own private sector - probably not. So, while the road to a new City may come with some negatives, you have to find a way to reconcile with yourself whether or not you truly want to deal with such difficulties, in order to move Dubai clearly into the 21st Century.
Dubai, has a great opportunity to become a major hub between Asia and Europe.

Thanks to the recession Dubai stopped its madness of building new infrastructures to the growing number of expats that are flowing to the city. This affected many aspects of the daily life, as examples, inflation rate has decreased and cars traffic are not as bad as it used to be. The domestic companies should start taking their investments outside the UAE in places that have potential growth. The city is not a place for foreigners to be permanent residents and should always be this way.
