there is a difference between exercising one's right to free speech and inciting to violence or giving authorities reasonable suspicion that there is an imminent threat. Just like in elementary school when they told us that we could get searched for announcing that we possess drugs, even though it is "free speech" to say something that like. It's their right to say it and our right to act on it.

Getting back to the shooter himself, & the question of 'could the military had stopped this'. The answer is yes. As a member a the military, you are personnel, period. I've seen guys get Non-judicial punishment for getting sunburned & not being able to perform their duty.

There are signs up on ALL Bases that stated, 'Upon entrance, all civil rights are forfeited'. They could stop you, search you, detain you, etc. And that's if you're a civilian.
