John was on drugs...just not as heavily as later in his career. He didn't play one hot minute because he hated the popularity of being in RHCP at the time, and in his mind the great artists of the world were supposed to be at war with society, not embraced by it. This is when Anthony was first getting used to actually singing, and even though this is a great performance I think it definitely shows. His later performances of this song were much stronger vocally.
You can also tell by the way he sings "under the bridge downtown" near the end, watch any other performance with John and you can tell he sings the same. Such a monster on the guitar trying to learn this song is a bitch because it's so great haha
