There's only one place you can really buy fish bait, and that's the Mushroom Burger Eatery (the restaurant on top of Jurak). But if you catch a Nonky then Fabio (the kid at the dock) will join the party and you can buy it from him too.

Sorry about the late reply. To get big fish, you need a fishing rod with maxed out stats and A LOT of patience.
