    You are partially correct. A lot of rap is how you have described it. However, there are some that write/produce/perform in the rap genre that can write their own music notes and actually rap with some pitch, even without the "nigga this, slap my ho around, sucking on my" kind of moronic lyrics. The thing is; the more people learn about music the less they want to write in the rap genre so all the most talented musicians write in a variety of other genres.
